Overland man accused of trying to pay minors for sexual acts: Prosecutors

ST. LOUIS COUNTY, Mo. - An Overland man is facing serious charges for allegedly offering minors money for sexual contact, St. Louis County prosecutors announced on Monday.

According to prosecuting attorneys, Kevin Chambers, 38, is being charged with the following offenses:

  • Statutory sodomy or attempted statutory sodomy - deviate sexual intercourse - person less than 14 years of age
  • Third-degree child molestation
  • 2X of enticement or attempted enticement of a child
  • 2X of stalking in the second degree

According to the probable cause statement, two minors (aged 13 and 16) visited a business in Fenton on Sept. 30 around 5 p.m., when they were approached by Chambers. The 38-year-old began talking to the teens, but the conversation would take a darker turn.

Prosecutors allege that Chambers offered the minors money to expose themselves, and he made "unwanted physical contact with" them. Court records say that surveillance cameras captured Chambers following the teens through the store and into a second business, where he again offered money for sexual contact.

"The defendant touches Victim #1's breast through the clothing and has Victim #1 touch his genitals. The defendant followed the victims to a third location but did not locate them inside. Defendant then waited in his vehicle for approximately an hour until the victims exited the business. The defendant then offered the victims money again for sexual contact. Defendant again approached the victims with inappropriate offers when they exited. The victims refused," the probable cause statement reads.

Prosecutors say the teens visited a fourth business, in which Chambers also entered before finally leaving the area. The victims were able to report Chambers to St. Louis County police, and he was later arrested.

St. Louis County detectives don't believe there are additional victims who have come across Chambers, but they are investigating the case. Detectives can be reached at 314-615-5400.

Chambers remains in custody on a $200,000 cash-only, no 10% bond.
