Man broke into Del. state offices, stole government vehicle, police say
A 29-year-old Dover man has been arrested and charged after, police claim, he broke into a pair of state offices and stole a government-owned Ford Mustang on Saturday.
According to police, the incident unfolded on Saturday as police responded to the Delaware State Police’s State Bureau of Identification, located along the 600 block of South Bay Road in Dover, Del. after being alerted to a burglar alarm activation at about 3:50 p.m.
Here, police said, the officers learned a man — who has been identified by police as Isiah Worthy, 29, of Dover, Del. — used a steel sewer lid to force his way into the building through a public access door.
Once inside, officials said, Worthy damaged property and stole money. During the investigation into this incident, officials said that officers learned there had also been a break in to the Office of Management and Budget, located on the same property.
In this incident, police said, Worthy also used a steel sewer lid to force his way into the building where he stole key fobs and then stole a state-owned Ford Mustang Mach-E.
Police believe Worthy then drove the vehicle recklessly, striking two vehicles in an adjacent parking lot before he sped away from the scene.
In the parking lot, investigators recovered a bag of stolen money that Worthy discarded, police said.
The vehicle was equipped with a GPS-tracking device and, using that technology, officials found the vehicle after it had been crashed and abandoned along Carpenter’s Bridge Road.
A short distance away, officials said, Worthy was found walking on Canterbury Road and he was apprehended.
And, during a search, officials said that officers recovered stolen money from Worthy.
Worthy has been arrested and charged with burglary, vehicle theft and related offenses.
Following this incident, officials said that the Delaware State Bureau of Identification, located at 600 South Bay Road in Dover, will be closed for fingerprinting on Monday, November 10, 2025. All other services will still be available.
