FBI adds man sought in torture, murder of 2 men in Philly to ‘most wanted' list
FBI officials, on Wednesday, added a man sought in the April 2014 torture, kidnapping and murder of two brothers in Philadelphia to its list of Ten Most Wanted Fugitives.
Officials said the new addition to the list, Trung Duc Lu, is still wanted in connection with the slayings of Vu “Kevin” Huynh, 31, and his 28-year-old brother Viet.

According to police, the brothers were kidnapped and tortured over a $300,000 drug debt before they were driven to the Schuylkill River and stabbed repeatedly. Their faces were covered with duct tape and their legs weighted down with cement, according to investigators.
They were then they were tossed into the water, officials said.
A third man was also kidnapped and tortured but survived the attack.
In a statement announcing Lu as the 539th addition to their most wanted list, FBI officials said they hope to expand their search for him and involve the public in helping to bring him to justice.
“Adding Trung Lu to the FBI’s Ten Most Wanted Fugitives list reflects the seriousness of his alleged crimes and our unwavering commitment to bringing him to justice,” said Wayne A. Jacobs, special agent in charge of FBI Philadelphia, in a statement. “The FBI and our partners will continue to leverage every available resource—both here at home and abroad—to locate and apprehend him. No matter how much time passes or where he attempts to hide, the FBI will continue pursuing him until he is found and taken into custody.”
Officials said that Lu has been sought since at least July 10, 2019, when a federal arrest warrant was issued for him in the United States District Court, Eastern District of Pennsylvania, Philadelphia, Pennsylvania, after he was charged with kidnapping, racketeering, conspiracy, and related offenses.
Officials said Lu was born in Vietnam and moved to the United States as a teenager.
He has strong ties to New York City, where he resided in the borough of Queens, the FBI said, noting Lu is a suspected member of the Born to Kill street gang, also known as the BTK or Canal Boys.
Officials said Lu was last confirmed to be in Vietnam.
He speaks both Vietnamese and English, the FBI said.
Also, the FBI said that Lu has numerous tattoos including a dragon in the center of his back with the words “Asian Pride” in large script above it, and an unknown tattoo over his left pectoral.
Both of his upper arms are heavily tattooed including a dragon and claw design and a tiger, the FBI said.
According to officials, Lu may go by the following aliases: Trung D. Lu, Tuan Hoang, Phong Le, Phong Van Le, Brendan Lu, Calvin Lu, Trung Lu, Duc Trung, Duc L. Trung, Lu Trung, “B”.
