POWAY, Calif. (FOX 5/KUSI) -- After nearly a year's worth of efforts to oust Poway Councilmember Tony Blain from public office, voters in the city's District 2 got the official chance to decide whether to recall him during California's special election.

The Poway City Council voted unanimously in August to call for the special recall election. The election falls on the same day that voters statewide get a say on the highly contested Proposition 50, which would redraw congressional districts if passed.

Leading up to the day of the election, Blain was charged with four felonies, including perjury, asking for a bribe, soliciting a bribe, petty theft and destruction and removal of public papers.

He was scheduled to be arraigned on Monday, the day before the election, but did not appear in court. The arraignment has been postponed until January.

On Tuesday, which is the last day to vote in the special election, all vote centers, official ballot drop boxes, and the San Diego County Registrar of Voters' office are open from 7 a.m. to 8 p.m.

Election results will be updated throughout the canvass period as ballots are received and processed.

What happens next?

Dec. 2 is the deadline for the county to certify the election. County elections officials must report their final results to the Secretary of State by Dec. 5. The Secretary of State will then compile and certify the election results by Dec. 12.
