Carney heads to Paris as allies discuss security guarantees for Ukraine
Prime Minister Mark Carney is headed to Paris where he will meet with "coalition of the willing" partners to talk about specific security guarantees for Ukraine should there be a ceasefire and peace settlement with Russia.
